The Southern Indiana Stormwater Advisory Committee (SWAC) developed the Illicit Discharge Detection and Elimination Standard Operating Procedures and Guidance document to serve as a plan for implementing the IDDE program in a manner consistent with applicable illicit discharge regulations and the requirements of 327 IAC 15-13, commonly referred to as Rule 13. This plan outlines general policies and procedures that can be used to assist with compliance of the IDDE components of the Stormwater Phase II Municipal Separate Storm Sewer System (MS4) NPDES permit.
